Residents of Point Pleasant, West Virginia, are experiencing significant distress and property damage due to repeated flooding from the Nscale Monarch Compute Campus data center construction site. Marsha Frame and Jim Pyle, whose homes on University Lane have been affected by three separate flooding incidents, describe the situation as "hell on earth" and a source of "grief" for their neighborhood. They report property damage, including to crawl spaces, and note that some affected families are considering or have already left their homes, with Nscale reportedly offering to buy out properties.

Adding to the community's concerns, the West Virginia Department of Environmental Protection (WVDEP) issued a unilateral enforcement order to Monarch Cloud Campus LLC, the entity behind the Monarch Compute Campus. This action followed an investigation into stormwater permit violations after heavy rainfall in July, which found that existing controls failed, allowing sediment-laden water to impact residential properties. DEP Cabinet Secretary Harold Ward emphasized the importance of construction stormwater permits in protecting neighboring properties.

The enforcement order mandates Monarch Cloud Campus to immediately repair and reinforce stormwater controls, install additional erosion and sediment controls, and prevent future releases. Monarch Cloud Campus has informed the DEP that it is working with affected homeowners to clean up and repair damages at no cost. The Monarch Compute Campus, planned in collaboration with NVIDIA and Caterpillar, is designed as an AI Microgrid with an initial capacity of 1.35GW, expandable to 8GW+.
