Quantum Maryland LLC filed a lawsuit in Frederick County Circuit Court challenging Frederick County’s decision to extend its moratorium on new data center applications through July 1, 2027. The company is developing the Frederick Digital Campus near Adamstown and argues that the moratorium and related restrictions have hindered its ability to advance the project.

The defendants named in the case include Frederick County, County Executive Jessica Fitzwater and the Frederick County Planning Commission. The lawsuit places the county’s pause on new data center applications at the center of a dispute over the future of development at the campus.
