The North Dakota Artificial Intelligence and Data Center Committee convened in Bismarck on Monday to evaluate the ongoing growth and associated impacts of data centers across the state. The committee focused on grid implications, environmental regulatory frameworks, and local zoning considerations.
Dr. Robert Mayo, a research specialist from the Chally Institute for Global Innovation and Growth at North Dakota State University, provided testimony on the operational differences between grid-connected and self-powered hyperscale facilities. Mayo highlighted a 2026 study by the Electric Power Research Institute, which indicated that data center growth contributed to a 6% reduction in average residential electricity rates between 2019 and 2024. He also addressed water usage concerns, noting that Applied Digital's facility in Ellendale employs closed-loop cooling and reportedly uses less water than an average single-family home. James Dickey, publisher of Hyperscale News, further discussed water and land usage, comparing data center consumption to generation plants and citing Loudoun County, Virginia, as an example where data centers contribute significantly to general fund revenue, enabling property tax rate reductions for homeowners.
State regulatory officials also presented their roles. Public Service Commission Chair Randy Christmann detailed North Dakota's frameworks for coal and renewable energy reclamation. Jim Semerad and Marty Harrelson from the Department of Environmental Quality confirmed that data center water discharge and air quality applications undergo thorough case-by-case reviews, with air permits typically taking six to nine months to process.
Aaron Birst of the Association of Counties emphasized the critical need for public buy-in for data center projects to succeed, relating it to other industrial operations. During a 45-minute public comment period, residents, including Mercer County's Michael Berg, raised concerns about transparency, water usage, non-disclosure agreements, and property rights. The committee announced its next meeting is scheduled for October 6, 2026.
