Maricopa County Supervisor Thomas Galvin has defended his vote in favor of a military compatibility permit for "Project Baccara," a proposed data center complex near Luke Air Force Base, arguing its location aligns with existing zoning limitations. The Maricopa County Board of Supervisors approved the permit with a 4-1 vote, allowing the construction of two data centers and an on-site gas power plant on a 160-acre site in unincorporated Maricopa County, near the cities of Surprise and Glendale. Galvin stated that the site's proximity to a military base restricts residential development, making industrial uses like data centers appropriate, a position he affirmed was supported by the U.S. Air Force brigadier general.
The project has faced significant public backlash, with the Board of Supervisors receiving approximately 440 emails and hearing from 22 residents who spoke against the proposal during the meeting. Lexsiri Coronado, a member of the Project Baccara Opposition Coalition, criticized the process for prioritizing military compatibility over resident safety.
Addressing concerns about energy consumption and potential strain on the power grid, Supervisor Galvin highlighted the developer's commitment to generating its own electricity on site. He referred to this as "BYOP" (bring your own power), emphasizing that the data center would not rely solely on the existing grid. Supervisor Steve Gallardo cast the sole dissenting vote against the permit. Opponents have vowed to continue their resistance, particularly as the city of Glendale explores the potential annexation of the land where Project Baccara is slated for development.
