The Glendale City Council voted to annex and rezone land for Project Eagle, a 1.1-million-square-foot data center, a 700-megawatt natural gas plant and an Arizona Public Service substation. Residents opposed the development over air pollution, safety, quality-of-life and environmental concerns, but the project received approval and construction was expected to begin in November.

The Glendale City Council approved annexation and rezoning for Project Eagle, a planned hyperscale data center development near Litchfield Road and Olive Avenue, along with Project Baccara, a 700-megawatt natural gas power plant, and a future Arizona Public Service substation. Michigan-based developer Takanock and Montera are partnering on the project, which includes three data center buildings totaling about 1.1 million square feet.

Residents and some neighboring communities urged the council to reject the development, citing potential air pollution, risks associated with the power plant, impacts on Luke Air Force Base and broader quality-of-life concerns. The council approved the land incorporation despite the opposition, with Councilmember Leandro Baldenegro casting the lone no vote; the project includes conditions such as a contribution toward a nearby fire station. City officials said the development could generate hundreds of jobs and more than $150 million in direct revenue over a decade, while developers said water would come from EPCOR and on-site wells without affecting local availability.
