California’s Environmental Reform Vote Spurs Data Center Debate
California Proposition 45 would accelerate environmental review for projects deemed essential, including housing and infrastructure projects. Critics argue the measure could also provide a pathway for data center development, prompting debate over its potential impact on environmental protections.
California Proposition 45 would require local governments to process California Environmental Quality Act reviews more quickly for projects classified as essential. The measure would cover clean-water and energy infrastructure, hospitals, schools and affordable housing developments, and is scheduled to go before voters Nov. 3.
California Chamber of Commerce President and CEO Jennifer Barrera said the initiative is focused on housing and infrastructure needed to support communities. Critics, however, contend that its broad language could facilitate data center projects while weakening or bypassing established environmental review protections.
