Pennsylvania Governor Josh Shapiro has introduced the Responsible Infrastructure Development (GRID) plan, a new statewide initiative setting requirements for data center projects. The program aims to provide state-based tax incentives and streamlined permitting for developers, while simultaneously ensuring accountability to residents and communities.
Developed with input from organized labor, local leaders, environmental specialists, and industry stakeholders, the GRID plan mandates that data center developers seeking state assistance submit detailed applications to the Department of Revenue and the Office of Transformation and Opportunity. These applications must demonstrate how projects will safeguard energy affordability, foster transparency and community engagement, support the workforce, contribute to economic development, and protect the environment.
Projects that meet these criteria will be eligible for fast-tracked permitting, designed to accelerate high-impact economic development and infrastructure projects that require permits from multiple state agencies. The comprehensive GRID standards are available on the DCED website.
