Pennsylvania Governor Josh Shapiro has unveiled new 'Responsible Infrastructure Development (GRID) standards' for data center development, aiming to balance AI growth with community concerns over electricity consumption, water use, and transparency. These non-enforceable benchmarks guide developers seeking state support. The initiative responds to growing community backlash and a significant increase in electricity prices since 2018.

Pennsylvania Governor Josh Shapiro, a potential Democratic presidential contender, on Wednesday unveiled new "Responsible Infrastructure Development (GRID) standards" aimed at guiding data center development within the commonwealth. These detailed benchmarks address developer accountability in areas such as energy affordability, transparency, and job creation.

The initiative comes amid a push to foster artificial intelligence growth in Pennsylvania, while simultaneously addressing increasing community opposition spurred by the rapid expansion of data centers. Residents' concerns primarily revolve around soaring electricity prices, which have jumped by an average of 45 percent since 2018, as well as significant water usage and a lack of transparency from data center operators.

While the GRID standards are not legally enforceable, they are designed to establish clear expectations for developers seeking state assistance, including expedited permitting processes or access to state tax incentives. The governor's office hopes these principles will help reconcile economic development opportunities with environmental and community impacts.
