The Champaign County Board has approved a 12-month moratorium on new, large-scale data center projects in unincorporated areas, halting permits for facilities over 10,000 square feet. This pause allows officials to study impacts and update zoning rules. The decision was influenced by strong community opposition concerned about energy, water, noise, and emissions.

The Champaign County Board has enacted a 12-month moratorium on new, large-scale data center projects within unincorporated areas of the county. Approved on April 23, the measure pauses the issuance of permits for data centers exceeding 10,000 square feet of processing space, allowing county officials to assess their environmental impact and update zoning regulations.
Initially, the Environment and Land Use Committee (ELUC) had proposed a nine-month moratorium, aiming to balance regulatory review with continued investment opportunities. However, the full board reinstated the original 12-month timeline following significant public turnout and advocacy at a meeting in Urbana. Residents voiced concerns about the substantial demands "hyperscale AI data centers" place on local infrastructure, including electricity and water resources, and the associated increases in noise and carbon emissions. Some community members urged the board to move beyond a temporary halt and implement a permanent ban on large data center developments.
