The City of Marshall, Michigan, is actively developing a new noise ordinance in anticipation of the Marshall Technology & Energy Center, a data center and gas generation plant project by Alterra Group. The project is planned for the Brooks Industrial Park, a site whose sale was authorized by the Local Development Finance Authority for $1.12 million in October 2025. Alterra Group, a Philadelphia-based development company specializing in outdoor storage and commercial buildings, is currently in a due diligence period to determine the most efficient way to proceed with the facility.

Mayor Scott Wolfersberger stated that city staff have brought forward more than half a dozen possible ordinances for review. The aim is to ensure an enforceable regulation that protects the quality of life for Marshall residents, particularly in light of the soft humming sound often emitted by data center cooling fans. While the data center project's zoning is already in place, meaning it will not go to a public vote for initial approval, the city is reviewing existing ordinances and zoning laws to identify and address any regulatory gaps.

Construction for the project is not expected to begin until the third quarter of 2026, once Alterra Group completes its due diligence process. The City Council plans to vote on a noise ordinance soon and continues to seek public input on the matter.
