More than 40 Churchill residents attended a public hearing to discuss a draft zoning ordinance that would facilitate a mixed-use development at the former Westinghouse Research and Technology Park. While the property owner has stated no interest in building a data center, the proposed ordinance includes specific provisions designed to deter such developments, a measure largely supported by the community.
Residents, including Julie Caryl and Ken Balkey, expressed a general positive sentiment toward the mixed-use concept, which includes housing, retail, business, medical offices, and green spaces. However, they emphasized the need for proper execution and raised concerns about various aspects of the plan. Key issues highlighted were traffic impact, noise, the process of demolition, and, significantly, tree preservation. Balkey, a former Westinghouse employee and member of the Churchill Tree Committee, specifically advocated for careful review and approval of any tree removal.
Further concerns were voiced regarding the specific wording within the 26-page draft ordinance. The Churchill Borough Council is set to review all feedback from the hearing and will vote on the amendment at its meeting next Monday. If the ordinance is approved, developers would then proceed to apply for conditional use and land development permits.
