A site plan for the proposed Muncy Data Center in Muncy Township, Pennsylvania, has revealed details about the project, including the involvement of Livic Civil, an engineering firm. Justin Ross, principal of Livic Civil, also serves as COO for Pennsylvania Data Center Partners.

Pennsylvania Data Center Partners previously announced a $15 billion joint venture with PowerHouse Data Centers in July 2025 to develop a central Pennsylvania next-generation artificial intelligence hub. This venture, highlighted at the Pennsylvania Energy and Innovation Summit, aims to establish Pennsylvania as a key player in the AI technology economy.

Muncy Township, located in eastern Lycoming County, recently received a zoning permit application from DANKO Holdings II/Fishlips LLC for a data center complex. The application, dated April 15, outlines a project with three data center buildings totaling approximately 699,574 square feet on vacant industrial land. This application comes amid a temporary nine-month moratorium enacted by the township, designed to allow officials time to develop and adopt specific zoning regulations for data centers and similar high-intensity data processing facilities.
