The debate highlighted significant public opposition to data centers, primarily due to their substantial energy and water demands, along with concerns about noise, heat, and air pollution. Historically, the Bayonne Planning Board, with Councilman Booker as a member, had voted to amend a redevelopment plan to permit data centers on the site, a decision later endorsed by the city council. However, faced with vocal public outcry, the city council subsequently adopted two resolutions: one to outright ban data centers within the city limits and another to authorize a study aimed at rescinding the zoning law that initially allowed them as a permitted use.
