
Marshalltown officials gather public input on proposed data center ordinance

Marshalltown officials held two public listening sessions on a draft ordinance that would establish rules for data centers, including requirements for water use, electrical infrastructure, generator noise, setbacks and possible overlay districts. The proposed districts are being considered for Edgewood Industrial Park and an area east of 18th Avenue, although no final decision has been made.
Residents expressed sharply different views. Supporters cited potential tax revenue, limited water use and economic benefits, while opponents raised concerns about employment levels, farmland, wildlife and the possibility of future hyperscale facilities. A proposed Swarm Systems data center in Edgewood Industrial Park was cited as an example that would not require city tax incentives.
Planning and Zoning Commission Chairman Jon Boston said the ordinance could soon move to the City Council, while zoning administrator Clayton Ender said a third draft was being prepared. The commission planned another work session, followed by a public hearing and potential council readings, with electrical provisions being refined in response to comments from Alliant Energy and generator-noise standards still under review.
