Rockford city staff have drafted proposed data center regulations covering water use, noise, emissions, setbacks, utility capacity and developer-funded infrastructure. The rules are headed to the City Council’s Codes and Regulations Committee for review, while a six-month moratorium remains in effect and Monarch Energy’s proposed project faces delays after ComEd canceled a transmission security agreement.

Rockford officials are preparing a new regulatory framework for data centers before any formal project application has been submitted. The draft would create data centers as a distinct zoning category and require water-conserving cooling systems, environmental and noise studies, adequate electric-service documentation, setbacks, infrastructure cost coverage and financial guarantees for public improvements and decommissioning.

The proposal is scheduled for consideration by the Rockford City Council’s Codes and Regulations Committee before potentially advancing to the Zoning Board of Appeals and later votes by the full council. The city imposed a six-month data center development moratorium in August. Monarch Energy’s proposed facility near Edson and Friday roads is exempt because of a prior annexation agreement, but ComEd’s cancellation of a transmission security agreement with Monarch Rock Air is expected to delay the project. Local residents have also protested data center development, while no replacement project timeline has been announced.
