Developer Brian O'Neill, who proposed the project, had previously filed a lawsuit seeking an extension of the review process. While an injunction was initially granted to pause proceedings, it was subsequently vacated, allowing the board meeting to proceed. During the meeting, the board cited incomplete plans and the developer's repeated failures to address review comments in a timely manner as reasons for the denial, with one board member noting a "lack of specific information and details."
O'Neill has stated his intention to appeal the board's decision.
