'I’m glad we’re talking about it now': Shrewsbury eyes limits on data center construction

Shrewsbury, Massachusetts, is proactively addressing data center development by exploring potential changes to its local bylaws. The Shrewsbury Select Board discussed the issue at an August 11 meeting, aiming to update regulations that have been in place since 2012, which currently allow "electronic data storage centers" by-right in four non-residential districts. Town Manager Kevin Mizikar highlighted that while a complete ban on data centers is not feasible, the town can tighten controls on their construction locations and required approvals.
Select Board member Gregg Richards emphasized the importance of getting ahead of development rather than reacting to it, stating the need to "maintain as much control as possible." Shrewsbury's initiative follows similar actions in other Massachusetts towns like Mansfield and Northborough, with Hudson, Southborough, and Grafton also discussing the topic. A unique aspect for Shrewsbury is its municipally-owned utility, SELCO, which is not compelled to build new infrastructure for data center projects if current capacity is insufficient, offering an additional lever of control.
The town is preparing a new bylaw, which could be presented at a Town Meeting this winter, reflecting the board's sentiment to "do what
is good for the town." Select Board member Anand Sharma reinforced the need for such a bylaw to control future data center development effectively.
