The Rockford City Council has postponed a vote on establishing a new tax increment finance (TIF) district aimed at spurring industrial development on the city's south side, near the county line. The decision was pushed back to July 20 under the City Council's two-aldermen rule, initiated by Alderwoman Gina Meeks and seconded by Alderman Tamir Bell.

Alderwoman Meeks stated the delay is necessary to allow staff to research potential protections and zoning ordinance changes that could be implemented for industrial developments, including data centers. This comes amidst significant public opposition, with residents rallying outside and filling City Hall to protest any data center development in the area.

The proposed TIF district's boundaries encompass land that Monarch Energy is preparing for a potential data center. While the TIF vote does not directly approve or reject Monarch's project, Mayor Tom McNamara has indicated that no TIF incentives would be used for a data center. Separately, Venture One Real Estate plans to develop a 166-acre business park within the expanded TIF area, explicitly committing not to build a data center on its property and noting existing agreements prohibit such development. Monarch Energy, which has an existing deal with the state's Data Center Investment Program, has not yet revealed potential operators or official development plans for its proposed data center.
