Energy research firm Enverus projects that nearly 40% of new data center capacity additions through 2030 will rely on off-grid, natural gas-fired power due to saturated electrical grids and extended connection wait times. Hyperscalers like Amazon and Google are investing an estimated $5 trillion by 2030 to add 62 gigawatts of such off-grid capacity, primarily in Texas, Pennsylvania, and Ohio.

Thomas Mulvihill, a research associate at Enverus, notes that the constraint for tech companies is no longer data center construction speed but rather the time it takes to secure power. This necessity is leading developers to prioritize rapid deployment using gas-fired generation, challenging their net-zero carbon pledges. Texas's Electric Reliability Council of Texas (ERCOT) is currently processing over 438 GW in large-load interconnection requests, with 90% from data centers, significantly exceeding its historical peak demand.

While Texas and Louisiana offer geological advantages for carbon storage to mitigate emissions from gas-fired plants, Ohio and Pennsylvania lack similar cost-effective options and face seven-year grid connection delays. The move to on-site gas turbines and fuel cells has drawn criticism from environmental groups, with a coalition including the Sierra Club and the Environmental Integrity Project threatening to sue Vantage Data Centers and VoltaGrid in San Antonio. They allege that the companies are using permits for minor air pollution sources to build massive power plants for data centers, thus avoiding stricter federal Clean Air Act reviews and public disclosure.

An April report by the Environmental Integrity Project estimates that 74 planned off-grid gas-fired power plants for data centers could emit 662 million tons of greenhouse gases annually. Mulvihill questions the long-term viability of hyperscalers remaining entirely off-grid, anticipating a future demand for an "insurance connection" to the public grid and potential shifts in infrastructure costs to utility ratepayers.
