The Colorado Springs Planning Department has administratively approved the Project Taurus data center, prompting opponents to prepare an appeal. An urban planning expert explains that appeals must demonstrate a violation of city code rather than general opposition to the project.

The Colorado Springs Planning Department has granted administrative approval for the proposed Project Taurus data center on Garden of the Gods Road. Opponents of the project, including one who stated, "File an appeal. That's gonna happen," are now preparing to challenge this decision through the appeals process.

Jason Green, the project applicant and developer, anticipates an appeal and aims to bring the matter before the city council promptly. Les Gruen, president of Colorado Springs-based Urban Strategies and an urban planning expert, provided insight into the land-use appeal process. He explained that the planning department's administrative approval signifies the project met all basic criteria and codes. For an appeal to be successful, opponents must demonstrate a specific deficiency, such as a broken law or violated code section, rather than simply expressing disapproval of the land use itself, which may be permissible "by right" under current zoning. Appeals are restricted to individuals within a certain radius of the proposed project.
