Nearly 200 people attended a Taylor Township supervisors meeting in Roaring Spring, Pennsylvania, where residents voiced strong opposition to a potential Terawatt Data Centers facility at the former Appvion Paper Mill. Township officials said no formal data center plans had been submitted, but supervisors had visited the proposed site with Terawatt representatives.

Supervisors discussed amending the township’s Subdivision and Land Development Ordinance to impose data center-specific standards, including sound and power studies, building-size limits and proof of adequate water supplies. Valley Rural Electric Cooperative said FirstEnergy was studying the transmission infrastructure needed for the requested load and that the project would be responsible for its generation and transmission costs. Residents raised concerns about noise, water availability, electricity costs, property values and future expansion, while a speaker presented a petition signed by 2,300 area residents opposing the project. No registered public speaker expressed support, and officials said state law does not allow the township to simply prohibit data centers through a moratorium.
