The proposed changes would introduce over 30 specific requirements for the permitting process, a move supported by Brandy Taylor from the city's engineering department and Mayor Duke Coon to protect city infrastructure and taxpayers. Conroe currently lacks specific zoning and has no data centers, but has observed interest from developers.
The council's decision comes amid increasing regional concerns about data center impacts, with other Texas localities implementing stricter regulations. San Marcos, for instance, has effectively banned data centers within city limits through zoning, and Brazoria County has called for similar regulations. Missouri City has already amended its zoning to require special permits and disclosures on energy and water usage.
The proposed Conroe ordinance amendments will necessitate comprehensive application details, including site plans, fuel sources, hazardous materials management, emergency response, traffic studies, ERCOT grid studies, and electricity availability letters. A public hearing is scheduled for a future date to gather resident input before the council's final consideration of the new requirements.
