OpenAI has unveiled plans for a massive 3.2-gigawatt AI data center, dubbed "Project Camellia," in Rincon, Georgia. The facility, to be located at the Savannah Gateway Industrial Hub, represents an estimated $20 billion investment by the company, with initial capacity expected online by 2028 and phased development continuing until 2032.

Addressing common concerns about data center impacts, OpenAI stated it will cover all infrastructure and electric-service costs, and partner with Georgia Power to provide up to 1,000 MW of flexible demand response to ensure grid stability. On water usage, the company plans a closed-loop system to recirculate water, aiming to match the consumption levels of a typical office building and avoid diverting local community water resources.

In addition to the economic investment, OpenAI is committing $80 million in local community support for schools, utilities, and housing, plus $71 million in credits for Georgia college students to use its Codex coding platform. The project is intended to be privately funded, with an independent third-party audit ensuring compliance with stated commitments.
