Data center development has become a major issue in Pennsylvania's gubernatorial race, with Gov. Josh Shapiro and challenger Stacy Garrity shifting toward tougher positions amid local opposition. Shapiro issued an executive order requiring stricter energy-use and transparency standards, while Garrity has proposed a temporary pause on projects and communities continue challenging developments over costs, noise, resources and zoning.

Data center development has emerged as a central issue in Pennsylvania's gubernatorial campaign. Gov. Josh Shapiro and Republican challenger Stacy Garrity initially supported the industry's growth, including Amazon's proposed $20 billion state investment, but both have adopted more restrictive positions as residents push back against dozens of projects. Shapiro's August executive order emphasized local decision-making and imposed tighter energy-use and transparency requirements, while Garrity has called for a temporary pause to give communities time to revise zoning laws.

Pennsylvania has roughly 70 data center projects proposed, under construction or in preliminary development, while more than 20 others have been withdrawn, delayed or rejected after local opposition. Residents cite electricity costs, noise, environmental impacts and property values; proposals have been withdrawn in Upper Hanover, faced opposition in the Poconos and produced zoning disputes headed to court, including in Upper Merion Township. Swarthmore College political scientist Ben Berger said the issue's long-term political influence will depend on whether opponents can sustain civic engagement beyond the current election cycle.
