Massachusetts Governor Maura Healey has instituted a pause on the sales- and use-tax exemption for data centers within the state. This halt, agreed upon as part of a 2024 economic development law, will remain in effect until the state establishes a comprehensive framework and guidelines outlining specific expectations for data center developments.
Speaking after an event in Lowell, Governor Healey stated that Massachusetts is leading the country on this issue, asserting that if data centers are to operate in the state, "they need to come with accountability to the community." Key requirements under the proposed framework include mandates for data centers to generate their own clean energy, avoid increasing gas and electric bills for residents, and ensure no harm to the environment, water supply, or cause pollution. The Governor underscored the importance of this framework, which was released a couple of weeks prior, as the state continues its focus on ensuring responsible development.
