Shapiro stated that while only about five data center projects have received permits, an estimated "hundred projects or so" are "wreaking havoc" on communities despite never being built. He emphasized that the executive order represents concrete action to address public voices, empower local leaders, and clearly define the "rules of the road" for developers operating in Pennsylvania.
The Governor delivered a stern message to developers, asserting that they "better follow these requirements, otherwise you shouldn't plan to do business here." This move aims to prevent future community disruption from unbuilt projects and ensure responsible development practices in the state.
