Pennsylvania Governor Josh Shapiro signed an executive order on Tuesday, establishing what he described as the most stringent requirements for data center development in the United States. During a press conference, Governor Shapiro addressed a reporter's question regarding Pennsylvania's previous handling of data centers and concerns from communities.

Shapiro stated that while only about five data center projects have received permits, an estimated "hundred projects or so" are "wreaking havoc" on communities despite never being built. He emphasized that the executive order represents concrete action to address public voices, empower local leaders, and clearly define the "rules of the road" for developers operating in Pennsylvania.
