Proposition 45 would revise California's environmental review law by imposing stricter timelines and limiting public comment and court review for projects deemed essential. Supporters say it would speed housing and infrastructure development in San Diego, while opponents warn it could weaken environmental protections and enable expedited approval of data centers.

Proposition 45, a November ballot measure backed by the California Chamber of Commerce, would create an expedited California Environmental Quality Act review process for projects in areas including housing, clean energy, water, broadband and transportation. The measure would impose deadlines for environmental impact reports, shorten public comment periods and require courts to resolve legal challenges within set timeframes.

The proposal has drawn support from business and development interests, including the Building Industry Association of San Diego, which argues that CEQA litigation and delays raise housing costs and hinder economic growth. Environmental advocates, labor groups and San Diego Councilmember Sean Elo-Rivera oppose the measure, saying it could reduce community and environmental protections. Data centers are not expressly included, but opponents fear developers could classify them as telecommunications or utility-related projects, while supporters say the measure was not intended to cover them.
