
Charleston City Council Approves Data Center Moratorium On Tuesday
The Charleston City Council unanimously approved a temporary moratorium on new data center and battery energy storage system applications within city limits. The pause will remain in effect until October 6, 2027, or until the city adopts regulations for the facilities, whichever comes first.
The Charleston City Council voted 5-0 to impose a temporary moratorium on data centers, battery energy storage systems and related battery uses. The moratorium blocks new zoning, permit, variance and other development applications for those facilities within city limits until October 6, 2027, or until new city ordinances are adopted.
City Manager Steve Bennett said the pause will give officials time to address the facilities’ potential effects on electrical infrastructure, water use, noise, fire safety, emergency response and stormwater management. The Charleston Board of Zoning Appeals and Planning recommended approval after a September 24 public hearing. Residential battery systems serving one- or two-family homes are exempt if they comply with existing codes.
