The controversy stems from Perkins' vote in favor of a "massive AI data center" project in northeast Independence, which also received a 90% tax abatement from the City Council. The city clerk has certified the petition language, allowing Cobb and volunteers to begin collecting approximately 1,000 signatures from registered voters in the 1st District within 30 days to place the recall on the ballot.
Cobb stated that Perkins failed to educate his constituents about the data center project before casting his "yes" vote, describing it as the "tipping point" that galvanized residents. The project's controversial nature is underscored by the closure of a road for ongoing grading and the presence of security and surveillance cameras.
