The Yellowstone County Commission initially approved a road use and maintenance agreement with Quantica Infrastructure for roads north of Billings that will support construction of a water well for its planned data center. The agreement requires Quantica to fund road improvements and provide a $250,000 bond, but does not approve the project’s land use, water or electricity plans.

The Yellowstone County Commission advanced a road use and maintenance agreement with data center developer Quantica Infrastructure covering about five miles of county roads north of Billings. The roads will be used for 80 to 100 days while crews develop a water well intended to supply cooling for the planned Quantica data center near Broadview. Quantica would pay for or reimburse road improvements and monitoring and provide a $250,000 bond to cover maintenance costs if it fails to meet its obligations.

Yellowstone County Public Works Director Monica Plecker said the agreement is intended to protect county infrastructure and taxpayers, not approve the data center’s land use, water or electricity plans. The well project on land owned by Big Sky Digital Infrastructure is undergoing a public comment period overseen by the Montana Department of Environmental Quality. The commission is expected to take a final vote on the agreement through its consent agenda Tuesday.
