This decision, which clears the path for a full City Council vote in early April, followed an extensive public comment period. Concerns were primarily focused on the environmental implications, the conversion of agricultural land, and the potential construction of a large-scale data center project south of Chicago Rockford International Airport.
City staff clarified that the Future Land Use Map functions as a long-range policy guide for future zoning decisions, infrastructure planning, and development, rather than directly changing existing zoning or authorizing specific projects. The updated map, which replaces a 2005 version, incorporates new data and revised land-use classifications, including categories for "Technology Industry" and "Future Urban Development."
A key change in the new plan is a more expansive allocation of industrial land, particularly along major corridors and in areas near the airport. While the public expressed apprehension about a potential 1,100-acre data center proposal in this region, city staff noted that the land in question is already zoned I-2 industrial, a designation that predates this map update.
Despite the committee not voting on the data center project itself, numerous public speakers urged caution or a complete halt to any large AI or server-farm developments in Rockford. Residents voiced concerns about environmental impacts, the need for community engagement, and the necessity of strict requirements for developers, including mandates for liquid-cooling technology and developer-funded grid upgrades to mitigate strain on water and electricity systems. The committee's recommendation will be presented to the City Council on April 6, 2026, for a final decision on the map's adoption.
