The Hill County Commissioners Court in Hillsboro, Texas, voted to impose a temporary moratorium on data centers following extensive public comment at a recent meeting. The decision makes Hill County one of the first in Texas to enact such a ban.
Residents voiced numerous concerns, with Lowell Williams, a third-generation rancher, expressing opposition to a proposed data center near his home. Williams highlighted potential issues such as elemental contamination, noise pollution, light pollution, and industrial waste, citing statistical evidence of these impacts.
Another resident, Tim Lyness, proposed solutions to commissioners, suggesting that data center developers should provide advance remediation bonds to cover cleanup costs, with the county controlling these funds. He likened this to performance and payment bonds used in construction projects, ensuring the county's protection if a data center were to cease operations.
