Appvion Property Under Evaluation for Potential Data Center Construction

TerraWatt LLC is exploring the former Appvion papermill site in Taylor Township, Blair County, Pennsylvania, as a potential location for the county's first data center. The company has contacted Taylor Township officials to gather information on permits and land development ordinances as part of its initial due diligence.
In response, Taylor Township supervisors are already revising their Land Development Ordinance to incorporate regulations specific to data centers, addressing concerns such as buffers, noise, stormwater management, and water usage. These proposed changes have been submitted to the Blair County Planning Commission for review, with township officials aiming for a special meeting in mid-October to approve them.
TerraWatt, though new to building its own data centers, holds a conditional use permit for a $3 billion, 120-megawatt data center in St. Louis. Partners of TerraWatt include David Daneshforooz, founder of Contour and co-founder of Greywater Capital, and CFO David Lambiaso, who has experience in data center development. The current owners of the Appvion site, Roaring Spring Park LLC, which includes Capital Recovery Group, are being approached regarding a potential sale.
