
Texas Freezes Grid Access for Data Centers Pending Environmental Audits
Texas Governor Abbott has directed state utility regulators to freeze new grid connections for data center developments until comprehensive operational audits are conducted. This move addresses growing concerns over the data centers' energy and water consumption, grid resilience, and public backlash. Data center operators must now disclose detailed information on their energy, water, and ownership structures to gain grid access.
Texas Governor Abbott has ordered state utility regulators, including the Public Utility Commission of Texas (PUCT) and the Electric Reliability Council of Texas (ERCOT), to halt new data center connections to the power grid. This directive mandates thorough operational audits for all pending facilities, requiring them to verify compliance with state guidelines before receiving authorization.
The executive order follows months of issues with data centers failing to comply with state-mandated surveys tracking energy and water consumption. Under the new rules, facilities that do not meet PUCT, ERCOT, or statutory requirements will be denied grid access. Operators must provide documentation on their operational footprint, including projected annual and peak electricity needs, water usage estimates, recycling capabilities, cooling infrastructure details, noise suppression, light abatement, setback distances, traffic planning, emergency coordination, and full disclosure of ownership structures.
This regulatory intervention comes as energy requests from technology infrastructure in Texas have reached unprecedented levels, with data center projects accounting for approximately 90% of the 474 gigawatts in total interconnection requests currently under review by ERCOT. State leadership has warned that such unmonitored load growth poses severe risks to the state's power grid, which has previously experienced widespread failures. Public backlash has also grown due to concerns over rising residential electricity rates, heavy municipal water consumption, localized pollution, and loss of land.
