The project, encompassing 2 million square feet and including a dedicated natural gas power plant capable of lighting 500,000 homes, is located near Surprise and directly within the flight path of Luke Air Force Base. A crucial factor for the board's approval was the developer's commitment to meet nine conditions outlined by Luke Air Force Base Brigadier Gen. David J. Berkland. Republican County Supervisor Debbie Lesko, whose district includes the project site and Luke AFB, supported the approval after the developer's lawyer, Ed Bull, assured compliance. However, Democratic Supervisor Steve Gallardo opposed the project, citing unresolved questions and its inappropriate location. Local residents, such as April Butler from Surprise, expressed concerns about potential impacts on property values and long-term issues. The next phase involves the City of Glendale annexing the land, which is projected to generate $20 million annually in property taxes. Construction for Project Baccara is anticipated to commence early next year.
