Council committee advances Hitching Post, Cox Ranch development plans

The Public Services Committee of the Cheyenne City Council has advanced plans for two major development projects on the city's west edge, including the Cox Ranch property, which is proposed for a data center campus. The Cox Ranch project, an owner-requested annexation encompassing approximately 1,198 acres, is being developed by Skybox Datacenters and ViaWest Group. The committee approved annexation and rezoning measures, changing the property's initial agricultural zoning to business park zoning, and recommended approval of an amendment to the city's future land-use map, changing its designation to mixed-use employment.
Council members praised a development agreement prepared by the developers, which addresses concerns such as sound, lighting, water usage, and snow removal, with Councilman Tom Segrave noting it as a potential model for future agreements. All approved items for the Cox Ranch project will now move to the full City Council for final consideration.
