Gibson and Brooks outline priorities for House District 12
South Carolina House District 12 candidates Daniel Gibson and Jumelle Brooks described different approaches to regulating data centers. Gibson supports local permitting authority combined with statewide standards, while Brooks favors statewide baseline rules and locally tailored ordinances.
Republican incumbent Daniel Gibson and Democratic challenger Jumelle Brooks outlined their priorities ahead of the Nov. 3 election for South Carolina House District 12, which includes McCormick County and portions of Greenwood County. Both candidates said data centers should face some state oversight, but they differed over how authority and regulations should be divided.
Gibson said counties should decide whether to permit data centers, while supporting the proposed South Carolina Data Center Community Protection Act, which would establish statewide requirements and allow stricter local rules. Brooks backed statewide baseline regulations supplemented by local ordinances that account for community resources and environmental concerns. The candidates also discussed broader economic, health, education and workforce priorities.
