Renton places one-year moratorium on data centers

The city of Renton has enacted a one-year moratorium on the establishment or expansion of large data centers, following a unanimous vote by the Renton City Council on August 17. Councilmember Kim-Khánh Vân initially proposed the moratorium on June 1, citing concerns about the rapid advancement of AI and the potential long-lasting impacts of data centers.

The ordinance, which became effective immediately, temporarily halts the processing and approval of applications for new or expanding large data centers. It aims to address significant impacts on electrical and water utility capacity, utility rates, land use, traffic, noise, air quality from backup power generation, public infrastructure, and the environment. The moratorium does not affect applications submitted before the effective date or maintenance of existing facilities that do not expand their footprint or utility capacities.

Renton joins several other Washington cities and counties, including Seattle, Spokane, Marysville, Mount Vernon, La Conner, Skagit County, and Snohomish County, that have already implemented similar bans or moratoriums. Seattle Councilmembers Eddie Lin and Debora Juarez commented on the broader implications, highlighting concerns that large AI data centers could drive up utility costs for residents and small businesses while contributing to pollution. Seattle City Light was approached by four companies seeking to build five large-scale data centers with a combined demand of 369 megawatts, enough to power approximately 300,000 homes.
