Construction of three QTS data centers at White Oak Technology Park in Henrico County is causing vibrations, noise, traffic and dust, according to nearby resident Mark Davis. QTS is offering a residential inspection and considering additional monitoring, while Henrico County says it can arrange a structural inspection if the company does not.

Mark Davis, a Henrico County resident living on Elko Road, says construction of three QTS data centers across the street has caused his home to vibrate for periods of up to 20 minutes. He also cited increased noise, traffic and dust since work began about six months ago, raising concerns about potential structural damage to his home and neighboring properties.

QTS said it is communicating with Davis, can coordinate a residential inspection and is evaluating additional monitoring and mitigation measures. Henrico County attributed the vibrations to rammed aggregate piers and other site work, said construction is subject to county requirements, and offered to arrange and pay for a structural engineer to inspect Davis' foundation if QTS declines. The project was approved before the county ended by-right data center zoning in 2025 and therefore was not subject to the newer, more rigorous review process.
