Now, he says he is caught in the middle—trying to balance community concerns with economic reality, while pushing for a conversation before any decisions are made.
It is not hard to find Jim Rexroth’s 541-acre property in Conewago Township. But along the way, the message from neighbors is just as clear.
“You can see the signs when you drive in here,” Rexroth said.
