Dominion Energy has initiated a significant power line upgrade project, dubbed “Project TL29,” in the Fredericksburg, Virginia area. This project directly addresses the surge in data center development and population growth in the region by replacing aging 1950s-era power lines and transmission towers along Falls Run. The initiative, officially named the Fredericksburg-Possum Point 230 kV Electric Transmission Upgrade and Rebuild, is designed to enhance the overall power grid and accommodate future energy demands. Dominion Energy previously announced this project in 2023, engaging local residents through public meetings to keep them informed. Construction involves temporary roads and a bridge, which will be removed, and the site restored upon completion. Jonathan Wright, a Dominion construction specialist, highlighted the necessity of replacing the decades-old infrastructure. Robert E. Richardson, a Dominion engineer, further underscored the project's importance during a November 2025 public meeting, noting eastern Virginia’s status as “data center alley” and a key destination for business investment dependent on a stronger regional grid. The company is also involved in the separate Kraken Loop (North Anna to Bristers) project, a 70-mile 500-kilovolt transmission line through multiple Virginia counties, as part of broader grid reliability efforts. This larger undertaking involves a joint venture called Valley Link Transmission Company, LLC, which includes Dominion Energy, American Electric Power (through its Transource Energy affiliate), and FirstEnergy Transmission, LLC.
