Residents in Alton, Illinois, are opposing a proposal by Terrawatt to convert the former Alton Steel mill into the River Bend Technology Center data center. Neighbors cite concerns about power use, water consumption, environmental impacts near a migratory bird sanctuary, and transparency from city officials, while project supporters point to lower water use and emissions than the former steel mill.

Terrawatt is finalizing a deal with Alton Steel to acquire the nearly 400-acre former steel mill property in Alton, Illinois, and convert it into the proposed River Bend Technology Center data center. Alton Steel announced the pending sale, while project representatives say the facility could bring economic benefits to the community.

Residents, including Noah Anderson, voiced opposition over potential effects on power demand, water quality, cooling-water use, noise and the environment near a bald eagle population and migratory bird sanctuary. The project website claims the data center would use nearly 100% less water, emit 81% fewer air pollutants and be 48 decibels quieter than the steel mill. The City of Alton said it is working to understand the project's economic and infrastructure impacts, and Alton Steel scheduled a community meeting to address residents' questions.
