Judge James Bonifant, a retired Montgomery County judge specially assigned to Frederick County Circuit Court, denied Quantum Maryland's motion for a temporary restraining order against Frederick County Executive Jessica Fitzwater's data center moratorium. The ruling leaves the moratorium in place while the developer's lawsuit proceeds.

Bonifant also declared moot several motions from Quantum Maryland seeking to expedite the case. The dispute concerns a data center campus under construction near Adamstown, and Frederick County government argued that there was no emergency requiring a shortened schedule before the November election.
