The project was in its initial phases, with developers seeking land annexation and approval for its intended use. This early stage saw considerable public pushback, with over 30 individuals registering to speak against the development. The site's proximity to a residential neighborhood was a point of contention for residents.
While Raleigh itself has not implemented a moratorium on data center construction, several nearby counties in the region, including Wake, Orange, and Chatham, have voted to pause new data center developments.
