The Memphis City Council postponed a decision on a proposed moratorium on new data centers and expansions after a contentious meeting that drew more than 200 people. The council plans to use a work session to review competing ordinance proposals, clarify the city’s regulatory authority and address enforcement provisions before a possible vote on Oct. 20.

Council members expressed differing views about the delay and the strength of the proposed ordinance. Advocates, including Sarah Hewson, called for community representation and clean-air and clean-water protections, while Councilman Smiley urged a definitive decision and Councilwoman White said members needed to reconcile ambiguities in the proposals. Councilman Chase Carlisle planned a press conference at City Hall, and the council was expected to resume unfinished business from the prior meeting.
