Pennsylvania state Rep. Joshua Kail and Democratic challenger Sydney Speicher discussed data center development in their 15th House District race. Kail favored local control with requirements for developers to provide energy, use suitable sites and benefit residents, while Speicher opposed new data centers and supported a statewide moratorium over concerns about electricity, water, environmental impacts and utility costs.

Republican state Rep. Joshua Kail and Democratic candidate Sydney Speicher, who were competing in Pennsylvania’s 15th State House District, offered sharply different views on data center development. Kail said the state should establish a framework while leaving final decisions to local officials and property owners. He proposed requiring developers to supply their own energy, prioritize brownfields and legacy industrial sites, and provide community benefits, including covering property taxes for residents age 65 and older.

Speicher said she opposed data center development in Pennsylvania and supported a statewide moratorium while the state studies impacts on electricity supplies, water resources, utility bills and public health. She also called for greater transparency about energy and water use, environmental reviews and safeguards to ensure residents do not bear the cost of supporting infrastructure.
