Greensboro data center moratorium raises questions about Dream Center project
Greensboro has enacted a six-month moratorium on data center development, raising questions about the future of the long-delayed Dream Center project at Gateway Research Park. The project's site plan expired last year, and city officials confirm it still faces several regulatory hurdles. The moratorium adds uncertainty to the project, which was initially incentivized by the city.
The city of Greensboro, North Carolina, recently enacted a six-month moratorium on data center construction, placing a spotlight on the stalled Dream Center project. Announced in 2022 as a joint data center, education, and training facility, the project by developer ImpactData had secured over half a million dollars in city incentives.
However, during a recent meeting, City Attorney Lora Cubbage revealed that the Dream Center's site plan expired last year, and city staff have received no updates on its progress. The project faces multiple regulatory hurdles before any construction can begin, and officials expressed doubt that the December 31, 2026, construction deadline would be met. Mayor Pro Tem Denise Turner Roth, who serves on the Gateway Research Park board, recused herself from the moratorium vote. The full impact of the new moratorium on the already delayed Dream Center project remains unclear.
