An Aterio analysis says the $15 billion Vantage Data Centers project in Port Washington is unlikely to become operational before mid-2028 and could be delayed into 2029. The delay is tied to the required high-voltage grid interconnection, which needs approval from the Public Service Commission of Wisconsin after the commission closed and ATC refiled its application.
Aterio estimates that Vantage Data Centers’ $15 billion Port Washington campus, being developed for Oracle and OpenAI, will not handle a meaningful power load before mid-2028. The facility’s earliest potential full operation is August 2028, while Aterio’s base case is October 2028 and an extended regulatory review could push completion to April 2029.
The primary obstacle is the high-voltage interconnection being developed by American Transmission Company. The Public Service Commission of Wisconsin closed ATC’s application in August after citing hundreds of post-filing scope changes, and ATC has since submitted a new application. Aterio data center research chief Javier Reyes said the restarted regulatory process creates a significant risk to Oracle’s expected timeline.
