A statewide poll found that Pennsylvania voters initially oppose new data center construction by a 50% to 36% margin. Support rises to 80% when projects include commitments to pay energy infrastructure costs, conserve water, create union jobs, strengthen the electric grid and provide community benefits.

A Susquehanna Polling and Research survey commissioned by the American Infrastructure Alliance found that Pennsylvania voters are more supportive of data center construction when developers agree to cover their energy infrastructure costs, conserve water, strengthen the electric grid, create local union jobs and provide revenue for schools and services. Initial support was 36%, compared with 50% opposition, but support increased to 80% after respondents heard those conditions.

The poll also found broad support for requiring developers to pay their own electricity and grid costs, protect local water resources and qualify for state tax breaks only if they meet specified standards. Among voters who initially opposed construction, 58% preferred allowing projects with limits and regulations, while 39% favored a complete ban. Jim Lee of Susquehanna Polling and Research and Robert Blair of the Pennsylvania Building and Construction Trade Council said the findings show that voters want data center development tied to protections for ratepayers, resources and local communities.
