Kokomo council advances data center ordinance despite public opposition

The Kokomo Common Council voted 6-2 to advance a new zoning ordinance that would permit data centers on industrial properties, despite vocal opposition from 11 residents during a public comment session. Council President Greg Davis, a Republican, rejected the idea of a data center moratorium, stating the council aimed to address underlying issues directly rather than merely postponing development.
Residents expressed concerns about the lack of stricter regulations regarding utility use, noise, and quality-of-life impacts in the proposed ordinance. The measure requires data centers to be at least 200 feet from residential districts and 300 feet from homes but does not impose additional rules beyond existing industrial regulations. Councilmembers Jeff Plough (R) and Bob Stephenson (D) voted against the proposal, with Stephenson citing a desire for amendments to address opponents' concerns before a final vote.
Mayor Tyler Moore clarified that any data center developments would still require site plan approval from the Kokomo Plan Commission and council endorsement for economic development agreements. While developers have expressed interest in Howard County, council members confirmed they are not aware of any specific data center projects currently underway. The amended zoning ordinance requires a final approval vote from the council at its next meeting.
